ORGANIZATIONAL CONTEXT

As the designated lead agency in the refugee response in Egypt, UNHCR has established a sector-based structure in Cairo. The structure brings together UN agencies and national and international NGO partners with the support of the MOH to address the needs of refugees.
UNHCR put forward a mainstreaming strategy to integrate Syrian refugees into public primary health care facilities and to gradually phase out from parallel health care services to enhance resilience and sustainability, While the high cost of secondary and tertiary health care services entailed to subsidized referral care for refugees in existing private and public health facilitates in Egypt.
The Public Health Unit in Egypt is in charge of developing and monitoring a functioning model for the provision of health care to all refugees in Egypt.
The Public Health Associate (PHA) will support the implementation of the referral health care system and assist the Public Health Officer to monitor referral expenses and contribute to improving the referral pathway between primary and secondary health care level and review rationalization of hospital network.
The PHA will also liaise with health agencies regarding patient management. S/he will be a member of the public health team and will also be the focal point for Reproductive Health and Mental Health component. The PHA will also liaise with WHO and the Ministry of Heath on the health information system for urban refugees in the MOH facilities.
The candidate will work under the supervision of the Public Health Officer based in Cairo Office. The incumbent works closely with the other UNHCR colleagues from protection, programme and resettlement on individual cases and liaises with various departments such as Project control, Admin/Finance, and Program.
 
FUNCTIONAL STATEMENT 
Accountability
- UNHCR’s country operation has sufficient support in the field of public reproductive health, Nutrition and Mental Health and better able to meet the needs of persons of concern.
Responsibility 
- Ensure referral Criteria is applied and respected.
- Assist the Exceptional Care Committee (ECC) on the medical referrals including preparation of meeting, presentation of cases, minutes and follow up.
- Collate Monthly reports online and ensure adequate and timely feedback is provided to all partners.
- Prepare and provide collated health data for submission in donor reports and health unit fact sheets as well as other documents.
- Draft correspondence, reports and statistics as required.
- Work with partners in the government and sister UN agencies to establish mechanisms to mainstream refugees into public health services.
- Respond to and liaise with the partners making necessary follow up when required, this implies frequent travel to many Governorates in Egypt.
- Participate in programme coordination, planning, monitoring including data analysis and evaluation, promoting capacity building of partners, and advocacy. This includes inter-sectoral and inter-agency coordination, technical and programmatic support, prevention of gaps and contribution to effective programme management.
- Foster effective partnership with UN agencies including WHO, UNICEF, UNAIDS, UNFPA and WFP in respective sectors of health, nutrition, emergency preparedness, WASH and HIV/AIDS.
