Job Summary:
accountable for controlling all plant, equipment, HVAC, civil works, fountains and structural technical works of a premier shopping mall to ensure the mall delivers and meets MEP targets.
provide professional, value-adding input to assist in creating a financially viable and sustainable asset investment vehicle.Roles and Responsibilities:
Deliver hard services for operations as well as fit out phases; in concert with Development, responsible for the pre-opening of the Mall and overseeing all third party MEP works including ongoing tenancy fit-outs.
Implement Continuity, Emergency and Disaster Recovery Plans as well as application of contemporary BMS Energy Management.
Ensure maintenance of accurate asset registry regarding equipment and other complex BMS systems.
Create and implement PPM plan for each technical discipline as required.
Oversee 3rd party PPM Plans and SLA’s; maintain the systems and equipment problem free; create Early Warning monitoring systems and programs regarding Mission Critical MEP services; participate in technical aspect of outsourcing process.
Develop policies and procedures affecting the use of spares and replacement components; administer whole of life replacement programs.
Assume daily accountability for:
regular maintenance and repair program
fire safety management
contracts management
Risk and crisis management
real estate management
financial management
human resource management and development
health and safety management
building maintenance
Monitor supply of utilities; collate energy management statistics for chargeback purposes.
Monitor and update the annual and period end Technical Budget performance; respond to variances; recommend and administer capital improvement works; assist in the development of working and capital budgets.
Manage the various Technical disciplines.
Participate as Mall Duty Manager (evenings/shifts/weekends), as requiredReporting Lines:

Report From: Technical Services Assistant Manager and Outsourced service providers
Capabilities / Skills:
Business capabilities:
Extensive experience in the technical management of mega Shopping Malls, preferably within the Middle East, occupying at least 150k m2.
Able to conceive and implement strategic asset management plan.
Clear and strong leadership skills to ensure the effective management of contract services delivering technical services within the mall.
Bottom-line oriented with the ability to control costs and maximize efficiencies. Ability to negotiate and manage existing contractual agreements.
Well-developed negotiation and analytical skills. Interpersonal skills:
Demonstration of cross cultural communication, motivational and interpersonal skills at an individual and team level.
Highly technical, incisive, self-motivated, comfortable in a dynamic working environment. Has managed and retained successful teams.
