SUPERVISOR: Technical Lead - Component C Integration of MSMs in Value Chains
PERIOD OF PERFORMANCE: Multi-year (one year - renewable)
PROJECT DESCRIPTION
The project focuses on strengthening the development of micro, small and medium enterprises (MSMEs) and entrepreneurship. The purpose of the contract is to increase employment and income of MSMEs and entrepreneurs, especially those owned by women and youth, by: (1) stimulating entrepreneurship and innovation; (2) enhancing formalization of private enterprises; (3) improving financial and non-financial services to MSMEs; (4) integrating MSMEs and entrepreneurs in progressive value chains; and (5) addressing enabling environment policy reform initiatives to facilitate MSME development that is aligned to the Government of Egypt’s (GOE) plans and commitment.
OVERALL RESPONSIBILITIES
The Sector Advisor will participate in the identification, planning, and execution of key private sector-led interventions that facilitate and support sustainable integration of MSMEs in selected value chains within identified industries/sectors.
TASKS
- Overall responsibility for planning, implementing, monitoring, and coordinating implementation of project interventions for development of targeted value chains within identified industries/sectors. This includes participation in development of detailed work-plans, targets, budgets, SOWs and TOR for short-term advisors and service providers, and technical, progress, and periodic reports.
- Work with team members in developing a strategy that includes, among others, identification of targeted value chains, design of appropriate interventions and development of implementation plans and partnership agreements with relevant stakeholders and counterparts;
- Develop a broad-based list of the most influential public and private sector stakeholders involved in facilitating commercially viable business linkages for MSMEs, including but not limited to professional, business, and trade associations; governorate-based support centers for business, women, and/or youth; NGOs facilitating needed capacity building services for MSMEs, and investment groups such as angel investor communities, venture capital, foundations, and non-traditional financial services providers.
- Assist in developing databases and directories of formal and informal networks, associations, and MSMEs supporting organizations and their members and developing a map of formal and informal linkages in the selected value chains.
- Conduct gap analysis of skills and capacity building development required for identified stakeholders to improve their capacity to enable MSMEs sustainably integrated into progressive value chains, develop plans for delivery of required training, including TOT, and capacity building technical support using long-term and short-term advisors and resources, and coordinate design and delivery of the trainings and capacity building technical support;
- Work with Component C Lead and Market Linkages Senior Advisor in developing and implementing a plan to conduct MSMEs buyer conferences, organized with sector/industry associations, at which MSMEs market their goods to large firms.
- Work with larger buyers in identified value chains to identify and alleviate real and perceived constraints to expanding MSME suppliers.
- Work with Component C Team on organizing CSR forums focused on MSME suppler development needs and opportunities.
- Assist in the implementation of other Component C activities and partnership agreements;
