•Manage the procurement activities including international procurement of a broad range of commodities and services.
•Manage and monitor all transactional procurement including tendering processes, evaluation, contracting, contract management, legal considerations and payment conditions, contractors, performance evaluation, and risk assessment.
•Implement strategic procurement including sourcing strategy, vendor selection and evaluation, quality management, performance measurement.
•Ensure timely preparation of procurement plans for the projects and monitor their implementation.
•Ensure effective use of the procurement processes monitoring system and mechanisms to eliminate deficiencies in procurement; elaboration (whenever necessary) of changes on the procurement processes monitoring system and mechanisms for the purpose of their enhancement.
•Provide all necessary documentation to vendors regarding value-added tax and customs exemption and follow up. Ensure that the mission gets duty free goods/services whenever feasible.
•Synthesize lessons learnt and best practices in Procurement.
•Optimizing delivery dates and payment terms of procurement material.
•Developing relationships with local and foreign vendors.
•Ensure all purchasing action is carried out to best advantage and that all suppliers and deliveries are executed with maximum efficiency and minimal cost.
•Ensure that the supply management system operates in accordance with ISO procedures.
•Ensure that adequate records of supply management system activities are kept in the company database.
•Oversee and monitor the performance of Storekeepers to ensure that stores staff carries out their functions and duties in an effective and efficient manner.
•Build and develop relationships with key suppliers.
•Develop and implement new purchasing strategies to deliver ongoing cost reductions and process simplification.
•Handle change order requests.
