The World Food Programme activities include food assistance for nutrition, livelihoods, relief and emergency school feeding, while also supporting humanitarian air and logistics services, food security coordination and infrastructure rehabilitation projects, also Based on an official request from the Government of Egypt, WFP is providing food assistance to Syrian refugees residing in the greater Cairo area, Alexandria and Damietta through a voucher programme.
Job Purpose:
Support monitoring and evaluation activities within a country of field office, ensuring that WFP programmes generate quality evidence on the outcomes and effects of WFP’s food assistance activities on the lives of beneficiaries with which to inform operational decision making and strategic reorientation.
Accountabilities:
1. Review and give technical feedback on monitoring and evaluation plans for new programmes and budget revisions to ensure that plans are risk-based and focus on measuring results (e.g. checking monitoring and evaluation budgets are allocated and appropriate log-frame indicators and outcome targets are documented).
2. Recommend and establish proper and corporate M&E systems for the different components of the country programme as a whole; including data collection methods & software, data analysis, data quality control measures and procedures, software, M&E processes, and M&E reporting systems
3. Be able to compile and interpret the data demonstrating effects of project changes and make recommendations on follow up actions as required
4. Contribute to the analysis of outcome data and recommend improvements to programme interventions and to enhance WFPs ability to demonstrate outcome focused results.
5. Produce frequent monitoring progress reports with status of results and implementation of improvements.
6. Follow-up on monitoring and evaluation findings to ensure that corrective actions are taken and/or adjustments are made to programme responses as required.
7. Regularly assess project performance, by various components and as a whole, including utilization of resources and achievement of planned targets and upload values on COMET;
8. Provide guidance, and support as well as necessary on-the-job training and assistance to the relevant staff and partner staff responsible for data collection and monitoring and evaluation activities; including data collection, analysis, reporting for both internal WFP and those of Cooperating Partners to build capacity of staff;
9. Work in close collaboration with internal counterparts and external partners to strengthen the quality and consistency of monitoring and evaluation activities in the field.
10. Perform other duties as required.
