Primary Duties and Responsibilities

• Monitor trends and developments in utilization of services and make analysis of strategies using data from established plans; contribute to lessons learned, needs, and priority processes; utilize data as appropriate from the Results-Based Management (RBM) data warehouse system and other internal and 3rd party sources; ensure quality and standards are in line with UNRWA instructions/guidelines and industry standard, indicators and good practice;

• Support the design and administration of results based management systems, indicators and ratios within the RBM system; train staff on the use of data entry and reporting from the information system; ensure that the RBM system data sets are up to date on indicators for monitoring and reporting; and monitor adherence to key planning targets and deadlines;

• Produce regular quarterly reports and a comprehensive semi-annual results review on implementation of programme objectives and achievements using the RBM Results Review Guidelines and best practice from Programme Cycle Management (PCM) handbook;

• Provide advice to the Senior Monitoring and Evaluation Officer on development of appropriate qualitative and quantitative tools and mechanisms to monitor programme performance and evaluate the appropriateness and relevance of the logical frameworks established in planning documents, including advice on research methodology, sampling design and social performance and statistical analysis;

• Review and analyse surveys and studies conducted by stakeholders and research institutions on results-based management methodologies; act as a focal point for co-ordination of joint assessments conducted in collaboration with consultants and partners; assist in data collection, training and preparation of reports; provide input into project proposals and project reporting;

• Gather regular information on indicators and use this data for assessing progress against objectives along with other relevant data; track such information with the mid-term review and year end assessment of programme strategy;

• Act as a focal point, enhance and facilitate interaction with other relevant Agency programmes on cross-sectoral issues.
